La circulation des artistes étrangers en France : un problème récurent.

Dans l'Hexagone, comme ailleurs en Europe, la Culture est une trace indélébile dans nos valeurs et libertés. Mais dans ce beau pays qu'est celui des Droits de l'Homme, rien n'est facile quand on est un artiste étranger. Et plus particulièrement quand on n'est pas Européen.

Malgré l'agenda européen pour la culture pour l'Union européenne adopté en 2007, la circulation des artistes étrangers et des professionnels de la culture sur notre sol hexagonal n'en devient pas plus accessible. En effet chaque année de nombreux artistes se voit refuser leur visa culturel pour, entre autre, pouvoir monter sur scène.

Car si pour un artiste étranger les difficultés sont de taille pour obtenir ce fameux papier vert, il existe des pays où ces questions ne se posent pas. Aux Pays-bas par exemple, où la SICA, le « Point de contact culturel » hollandais, facilite bien les choses. En appliquant par exemple un permis de travail sui generis pour les artistes internationaux qui leur permettrait de s'affirmer comme de véritables artistes professionnels ; facilitant ainsi l'obtention de leur visa de séjour. Notons aussi que selon Richard Polacek, juriste en droit européen, « aux États-Unis, les syndicats de musiciens sont reconnus comme légitimes pour intervenir et faciliter l'obtention des permis de travail et visas ». La France semble avoir un sacré temps de retard ; atypique pour un pays dont la Culture rayonne.

Le cas Aliou Badara Diallo

L'accès au territoire français semble difficile pour les étrangers. Mais attention à ne pas confondre entre vagues d'immigration et artistes désireux de promouvoir leurs qualités artistiques. A l'instar du musicien reggae, Aliou Badara Diallo, chanteur du groupe sénégalais Black African Positive : ce jeune panafricaniste s'est vu contraint d'annuler sa première partie d'Alborosie, le 6 mars dernier à l'AERONEF lillois. La raison ? Son visa n'a pas été validé par l'ambassade française. Le deuxième en moins d'un an.
Aliou Badara Diallo est né au Sénégal, précisément à 400 km de Dakar, la capitale, en pleine Casamence. Et il ne comprend pas ce refus. Pourtant tout semblait bien commencer. Le dossier était au complet : Contrat de travail signé et retourné en France par son manager, certificat d'hébergement, attestation livré par Zone Franche, compte en banque avec 1600€ d'assurance, tout y était. Seulement voilà, après deux semaines d'attente, son visa culture lui a été refusé sans que l'on veuille bien lui donner de plus amples explications, coté français. Valable 3 mois dans l'espace Schengen, il avait prévu de faire la date à Lille ainsi que deux autres dates en France. Il devait continuer sa tournée à Copenhague, en Belgique et en Italie...

Pour cette homme qui rêve de devenir une des plus grandes voix du reggae, l'enjeu est de taille. Il faut bien comprendre que les ressources financières d'Aliou Badara Diallo dépendent de la vente de sa musique et des cachets de ses concerts. Et pour un pays comme la France, friand de ces rythmes jamaïcains, c'est une pléthore d'amoureux de reggae que les autorités pénalisent. De plus, Aliou Badara Diallo est membre de la SACEM depuis deux ans ! La France touche donc de l'argent sur ses œuvres... Cherchez l'erreur.
Sa seule alternative : contacter des associations et faire signer des pétitions. Une goutte d'eau dans la mer, et il ne sait pas encore par quel canal passer. Son deuxième album est terminé, mais il préfère patienter pour finir la promotion en France d'It's my Nation, son premier opus, en attendant son visa. La France semble avoir vite oublié son programme pour l'Organisation de la Francophonie 2010/2013 qui prévoyait, entre autre, une meilleure circulation des artistes et la mise en marché de leurs œuvres.

ENCADRÉ

12% des demandes de visa faites par des artistes africains seraient refusés, selon les chiffres officiels du gouvernement. Un taux bien supérieur selon les professionnels de la Culture. Depuis quelques années, il devient de plus en plus difficile d'obtenir un visa culturel pour la France. Quelques exemples : en 2006 un groupe de quinze personne n'ont pas pu se rendre au salon international des musiques du monde, le Womex, à cause d'un problème de visa. En 2007, le groupe guinéen les Amazones, a du annuler toutes ses dates françaises car deux musiciennes n'ont pas pu obtenir leurs autorisations. Ou encore, le groupe touareg Tinariwen, originaire du nord du Mali, qui a été bloqué à la frontière du Mali et de l'Algérie, toujours à cause du papier vert.
